Table II is the government’s daily cash-flow ledger. It itemizes every major category of money entering and leaving the Treasury General Account (Table I): deposits such as withheld individual income and payroll (FICA) taxes, corporate income taxes, customs duties, and cash raised at Treasury debt auctions; and withdrawals such as Social Security benefits, Medicare and Medicaid payments, defense spending, interest on the public debt, and income tax refunds. Each line shows amounts for today, the month to date, and the fiscal year to date.

This is the closest thing to a real-time view of federal spending and revenue that exists — published every business day, weeks ahead of the monthly budget statements. Analysts use it to track tax receipts during filing season, gauge the daily deficit, and monitor spending during shutdowns or debt-limit episodes. Since the Treasury’s February 2023 redesign of the DTS, federal tax deposit detail that previously had its own table is reported here, while transfers to government trust funds moved to Inter-agency Tax Transfers (Table IV). Deposits minus withdrawals, combined with the public debt cash issues and redemptions reconciled in Table III-B, add up to the table’s net change in operating cash balance — each day’s move in the TGA.
